    DOL Announces $10 Million Competition
    The U.S. Department of Labor (DOL) Employment and Training Administration recently announced a new competition to build the capacity of the energy industry by providing potential workers with skills-based job training at the regional level. The $10 million grant competition, under the President's High Growth Job Training Initiative, is open to public, private for-profit, and private nonprofit organizations.

    Applicants must identify the nature of their organizations and describe their capacity to deliver energy and skilled trades training. Proposed strategies should be based on existing workforce development models and promising practices in a particular region, or they should be adapted from successful strategies already in place in another region.

    Installed U.S. Wind Power Capacity Surged by 45% in 2007
    The U.S. wind energy industry installed 5,244MW in 2007, expanding the nation's total wind power generating capacity by 45% in a single calendar year and injecting an investment of more than $9 billion into the economy, according to the American Wind Energy Association (AWEA), Washington, D.C. The new wind projects account for 30% of the entire new power-producing capacity added nationally in 2007 and will power the equivalent of 1.5 million American households annually.

    CSI Announces Formation of the Building Product
    Manufacturers Alliance

    Alexandria, Va.-based Construction Specifications Institute (CSI) recently announced the formation of the Building Product Manufacturers Alliance (BPMA), a new group that will bring together leading manufacturers to share knowledge that will reshape and enhance the future of the building industry. BPMA will help its members improve their products and services and strengthen their outreach to the entire building industry by providing a forum to discuss common issues and challenges and to share best practices.

    Clear Skies Solar Agrees to Installation in Mojave Desert
    Los Angeles-based Clear Skies Group, a wholly owned subsidiary of Clear Skies Solar, has contracted to install a $6.4 million, ground-mounted 1MW solar project in California's Mojave Desert. The project is currently undergoing final engineering and finance. With the land already procured, construction can begin immediately upon final permitting, which is anticipated to occur in the second quarter of 2008.

    ILSCO Product Line Expansion
    ILSCO has expanded its ACO line to include ACO-1000 with a wire range of 1000kcmil — 750kcmil. The ACO-1000 wire range includes 900kcmil compacted aluminum conductor and is manufactured from high-strength aluminum alloy.     The new Indianapolis Airport, scheduled for completion in late 2008, is soliciting bids for an airfield lighting and signage project worth $1 to $5 million.     Eye on Safety
    IBEW Local 164 Launches Drug-Free Workforce Program
    Paramus, N.J.-based International Brotherhood of Electrical Workers (IBEW) Local 164 recently launched a mandatory, random substance testing program to enhance the level of safety on construction job sites throughout New Jersey, according to Richard Dressel, business manager. The program, which became effective January 2, is the first of its kind to be implemented by a construction union in New Jersey and one of the first in the metropolitan area. It includes all of Local 164's 3,900 members as well as workers from other local jurisdictions seeking electrical assignments in Bergen, Hudson, and Essex counties as well as telecommunications work throughout the state.

    According to Dressel, the zero-tolerance program is designed to enhance work-site safety as well as provide those members with drug or alcohol dependency with necessary treatment. Members are notified via mail and a phone call from their Local 164 representative that they have been selected for testing. "The failure to submit to a test is considered a positive test," Dressel says.

    Implications of a positive test include 30 days loss of work for the first offense, 60 days for a second, and 90 days for a third. Members who test positive are required to undergo counseling, covered by Local 164's mental health benefits program, to determine the severity of abuse. A recommended treatment plan may include in-patient rehabilitation. Members must submit to another test, at their own expense, with negative results before returning to work.

    The Associated Builders and Contractors (ABC) National Convention will be held from March 5-9 in San Juan, Puerto Rico. The convention will feature the National Craft Championships competition, the Construction Showcase exhibition, and the Trimmer Education Foundation auction. In addition, industry consulting firm FMI will lead two special general sessions on March 6 and 7. "High Performing Strategies That Work" will provide participants with insight into how to strengthen their project management capabilities and how to effectively build performance-oriented teams.
